The James Island Public Service Commissioners responded to the Town's proposal for an intergovernmental agreement to allow a Town of James Island property tax credit to appear on next fall's tax bills. The Commissioners voted 4 to 1, with one abstention to send a letter rejecting the Town's proposal. Commissioners Engleman, Hollingsworth, Welch, and Waring voted in favor of the rejection letter. Commissioner Carter McMillan voted against the letter. Commissioner Brown-Crouch abstained and Commissioner Platt was absent.
The letter included several misconceptions and raised issues that need further clarification. For a tax credit to appear next fall, an agreement will need to be completed by May. That leaves the Town and JIPSD several months to continue discussions. While their letter stated "no further response is necessary," I plan to continue negotiations with any Commissioners that are willing to talk.
In my letter to the Commissioners in December, I suggested a joint meeting between Town Council and the Commissioners. I still plan to hold such a meeting at Town Hall and invite all of the Commissioners. Please encourage the Commissioners to attend and continue discussions with the Town.
