The Pinckney Property: A New Park for the Town?
A few weeks ago, the owner of 461 Fort Johnson Road contacted the Town. The property is located near the end of Fort Johnson Road.
The TMS number is 4540300001 and the small adjacent flag lot is 4540300100. The two parcels together are 7.37 acres, of which 6.12 is highland.
The owner is willing to sell the property to the Town for use as a park. The Town had the two parcels appraised and the value is $890,000. After discussion with members of Council, I offered that amount to the owner, who was agreeable. I signed a contract conditional on approval by Town Council and the release of greenbelt funds by Charleston County Council. The Town has slightly more than $900,000 in greenbelt funds remaining.
We will hold a public presentation about the proposed park at the Town Council meeting on October 16 at 7:00. There will be an opportunity for public comment. Town Council will then consider approving the purchase.
The property has access from Fort Johnson Road, including by sidewalk.

It has frontage on a small tributary of Parrot Creek.
Some of the property is open, but other areas are heavily forested.

Kathy Woolsey for Soil and Water Commissioner
Please give Kathy Woolsey your vote for Charleston County Soil and Water Commissioner.
She has 12 years of experience on the job. Further, her degree in horticulture from Virginia Tech included training in soils. As Garden Curator at Cypress Gardens for the last 15 years, she has constant experience with both our lowcountry soils and water.
She is strongly committed to protecting our waterways from pollution from runoff.
The Charleston County Soil and Water Commission's major emphasis has been to help poor homeowners repair failed septic systems in the rural area. Their efforts have already improved the quality of nearby waters to the point where oyster beds that were closed due to contamination have been reopened.

Fire Prevention Event at Lowes
The James Island Public Service District Fire Department is gearing up for its annual event at the James Island Lowes on Thursday October 9th from 6-9 p.m. to promote “Working Smoke Alarms Save Lives”. There will be fire apparatus from local fire departments along with fire engines used for promoting charitable organizations. There will be a medical helicopter landing and fun activities for the kids. Stop by for a free hot dog & drink while learning how to keep your family safe. We look forward to seeing you there!

New Town Signage
Former Town Councilwoman and Candidate for JIPSD Commissioner Mary Beth Berry was on hand with the Mayor and Council for the unveiling of the new Town Sign. That was appropriate since Councilwoman Berry and James Island Pride initiated the project. Town Administrator Ashley Kellahan worked with Artie Horn of Signature Signs to put it all together. Check out the new signs on Folly Road near the Ellis Creek Bridge and also on Harbor View Road.

· Nighttime lane closures will occur on Harbor View Road between James Island Creek and Fort Johnson Road.
· The work will occur between 8 p.m. and 5 a.m.
* Flagmen will be on site to control traffic.
* At no time will the entire roadway be blocked to traffic.
* Drivers will have access to businesses and residential properties along Harbor View Road at all times.
· At least one lane will remain open to traffic under flagging operations.
* Drivers traveling through the project’s construction zone are asked to be aware of equipment and crews working in the area at all times.
The purpose of the Harbor View Road Improvements project is to improve traffic flow and safety on Harbor View Road and to provide adequate bicycle and pedestrian facilities. The scheduled completion of the project is expected in September 2016.
The project will include the addition of a center two-way left turn lane between North Shore Drive and Affirmation Boulevard, the addition of right turn lanes at major intersections, the addition of traffic signals at Fort Sumter Drive and Mikell Drive, the construction of a roundabout at the intersection of Harbor View Road and Fort Johnson Road and the addition of pedestrian and bicycle facilities
