Questions:

1. Should the JIPSD work with the Town to support Representative McCoy's and Senator Thurmond's bill to reunite the Town? Would you oppose sending JIPSD Attorney Trent Kernodle to Columbia to organize opposition to the bill as he did last Spring?


While she did not exactly answer either question directly, she said that I  added to the bill language that would allow the Town to take over all of the JIPSD's tax revenue.   I think it is fair to say that due to this false statement, she opposed the bill and is defending Kernodle's trips to Columbia to oppose it.



2. Do you support a joint Town of James Island/James Island Public Service District administrative facility on Dills Bluff Road?   Would you oppose parking District garbage and sewer trucks on the property next to a residential neighborhood as was proposed last Spring?


In her emailed response, she said that she always opposed putting the garbage and sewer trucks on Dills Bluff Road.   However, at the meeting where this was discussed, she claimed that there was never a plan to do this and that the plan circulated in the neighborhood was inaccurate.  In fact, as resident Jackie Hughes pointed out, they were taken straight from the JIPSD website.   Sandi Engelman also said that keeping facilities at Signal Point Road is bad because it requires paying taxes to the City of Charleston.   This seemed to be an argument in favor of moving everything from Signal Point Road to Dills Bluff Road, including the sewer and garbage trucks.  (By the way, public bodies like the JIPSD don't pay property tax.)



3. Do favor having the JIPSD cooperate with the Town to provide a tax credit on the tax bill?   Do you trust the South Carolina Attorney General Office's opinion that it would be legal more than JIPSD Attorney Trent Kernodle's opinion that the Town is legally obligated to mail checks?


Sandi Engelman has repeatedly opposed cooperating with the Town to have tax credits on the tax bills.   She has demanded that the Town mail the checks.   However, in her email response, she suggested that if the Town would mail the checks, then it might be possible to put tax credits on the tax bills in the future.   This casts doubt on how serious she takes the claim that it is illegal to put the credits on the tax bills.



4. If Kay Kernodle is elected to the Commission, do you think it be a conflict of interest if  her husband, Trent Kernodle, continues to serve as JIPSD Attorney so that the JIPSD should look for a new attorney?



5. Would you join Chairman Hollingsworth in voting in favor of a tax increase that never appeared on any written agenda as was done for the 2013 JIPSD budget? Or would you insist on transparency and vote against such a tax increase until the public was properly notified?


Sandi Engelman has defended what I call the "stealth tax hike" several times.   However, nearly every defense amounts to an attack--you should mail the checks.
