1. Should the JIPSD work with the Town to support Representative McCoy's and Senator Thurmond's bill to reunite the Town? Would you oppose sending JIPSD Attorney Trent Kernodle to Columbia to organize opposition to the bill as he did last Spring?
There was never a vote by the Commissioners to oppose Senator Thurmond's and Representative McCoy's bill or send the JIPSD Attorney to Columbia to organize opposition. When asked by Senator Thurmond who he was representing, Trent Kernodle said "himself as a private citizen." When asked by Commissioner McMillan, then Chairman David Engelman said that he sent Trent Kernodle to Columbia to oppose the legislation to reunite the Town. Where did Vice-Chairman Donald Hollingsworth stand? Who knows for sure, but his pattern is to do whatever JIPSD Attorney Trent Kernodle orders.
2. Do you support a joint Town of James Island/James Island Public Service District administrative facility on Dills Bluff Road? Would you oppose parking District garbage and sewer trucks on the property next to a residential neighborhood as was proposed last Spring?
The JIPSD proposal to move the garbage trucks and sewer trucks to Dills Bluff Road was on the JIPSD website for nearly a year. A specific plan was provided Commissioners in the Spring. Residents from Whitehouse Plantation were alarmed and came to the JIPSD meeting. Vice Chairman Donald Hollingsworth said nothing. Where did he stand? Who knows. Rather than follow the procedures of other government bodies, JIPSD Commissioner Rod Welch moved the acceptance of the budget with an amendment that excluded further expenditures on the plan to move all JIPSD operations. The budget passed. What should have happened is a separate vote on the amendment regarding funding the move of all operations to Dills Bluff The result was no recorded vote on the matter--typical of the JIPSD Commission.
3. Do favor having the JIPSD cooperate with the Town to provide a tax credit on the tax bill? Do you trust the South Carolina Attorney General Office's opinion that it would be legal more than JIPSD Attorney Trent Kernodle's opinion that the Town is legally obligated to mail checks?
Donald Hollingsworth, as JIPSD Chairman, sent an email to me on October 2 stating that the JIPSD's position is unchanged--no cooperation with the Town on putting tax credits on tax bills. He signed a letter as Vice Chairman last spring rejecting the Town's proposal. That letter ended with the JIPSD cutting off further discussion on the matter. In response to a question by Commissioner McMillan regarding who wrote letter, then Chairman David Engelman said that JIPSD Attorney Trent Kernodle wrote it, "because it was over my head." Vice Chairman Donald Hollingsworth said nothing. More troubling was Chairman Hollingsworth's dirty tricks over the last month.
4. If Kay Kernodle is elected to the Commission, do you think it would be a conflict of interest if her husband, Trent Kernodle, continues to serve as JIPSD Attorney so that the JIPSD should look for a new attorney?
5. Would you join Chairman Hollingsworth in voting in favor of a tax increase that never appeared on any written agenda as was done for the 2013 JIPSD budget? Or would you insist on transparency and vote against such a tax increase until the public was properly notified?
Donald Hollingsworth voted in favor of the "stealth tax increase." It passed 4 to 3.
Donald Hollingsworth is an entrenched incumbent, asking District voters to allow him a seventh term. He was elected Chairman (again) this summer on a 5 to 2 vote. Commissioners Brown Crouch and McMillan were stripped of all offices and positions because they are willing to work with the Town.
There are four seats up for election. Commissioner Brown Crouch is willing to work with the Town. There are six other candidates who support working with the Town--Hal Hanvey, Lyndy Palmer, Mary Beth Berry, Marilyn Clifford, Ernie Duncan, and Bill "Cubby" Wilder.
If three of these candidates are elected, then along with Commissioner McMillan, there will be a majority willing to cooperate with the Town.
Chairman Hollingsworth is running with an "anti-cooperation" slate including Kay Kernodle, Sandi Engelman, and Robert Schurmieir.
Elect any two from the Kernodle slate, and combined with Commissioners Platt and Waring, there will be a majority for two more years of the same . No cooperation with the Town. (Sadly, there is good reason to believe that the position of the Kernodle slate is, "No cooperation with the Town...as long as Bill Woolsey is Mayor.")
